Taiwan couple hacked to death by neighbour over alleged noise dispute - The Straits Times

A couple slashed to death by a man living one floor below them in southern Taiwan’s Kaohsiung city were found on Monday to have suffered a combined total of 13 stab and laceration wounds to their bodies. The killings allegedly unfolded in front of the pair’s young sons last week.

The incident occurred at around 7.50am on the 14th floor of a residential building in the city’s Wumiao Road last Friday, the local police said.

The suspect, surnamed Wu, had a knife when he entered the flat where the couple lived. He attacked them before fleeing the scene.

The victims’ two sons, aged six and seven, witnessed the attack but were unharmed. They reportedly went downstairs to the apartment building’s management office, crying that their “father and mother (had) been killed”, and that “the uncle from the 13th floor” had committed the killings. A security officer then called the police.

After forensic analysis, which lasted nearly eight hours, pathologists said on Monday that the dead man, surnamed Luo, 35, had eight wounds on his right arm and abdomen, as well as a suspected fatal injury dealt to his chest while he was in bed. His wife, surnamed Cai, 36, had five wounds, including major punctures to her abdomen, and was discovered in the flat’s living room. Both were found to have died after excessive blood loss.

Wu, a retired employee of a car repair shop, had fled the city on his motorcycle but was apprehended less than three hours later. The police said they studied the direction of his escape on surveillance cameras and arrested him in Pingtung County, south of Kaohsiung.

While he admitted to the killings at once, prosecutors said Wu, 63, was uncooperative and exercised his right to silence for long periods. He had discarded the weapon and his bloodstained clothes when attempting to leave the crime scene.

He also challenged investigators to “show him the evidence”, Taiwanese online news site The Storm Media reported, indicating that Wu showed little intention of revealing his motive for the killings or the weapon used.

Suspected dispute over a din

Investigators suspect the killings may have been committed over a noise dispute, with the local police adding that Wu’s son had told them about sounds akin to objects hitting the floor over the course of each day.

Wu had made multiple complaints about noise from upstairs, even when the Luo family was not at home, an employee from the apartment building’s management told Taiwan’s China Times, adding that the neighbours quarrelled over the matter frequently.

The management committee also confirmed that it had mediated between the neighbours more than once, without the disagreements ever escalating into physical altercations.

Last Friday, the police retrieved an outer shirt Wu was suspected to have been wearing during the attack on the couple, and a fruit knife suspected to be the weapon used, under the Wanda Bridge near the Gaoping river.

Kaohsiung mayor Chen Chi-mai said last Saturday that Wu had no history of mental illness. He has been detained while investigations are ongoing.

Wu was reportedly the caretaker of his wife, a stroke survivor with mobility issues, who said she did not understand why he committed the killings.

Former Thai PM Thaksin eligible for parole in February - CNA

BANGKOK: Thailand's former prime minister Thaksin Shinawatra could be released on parole as early as late February, having already had an eight-year prison sentence commuted to one year following his return from self-exile, a senior corrections official said on Monday (Sep 18).

Thailand's most famous politician made a dramatic homecoming last month, 15 years after he entered self-exile, having been ousted by a military coup in 2006. While abroad, Thaksin was found guilty in absentia in three cases involving abuse of power, conflict of interest and malfeasance.

His return to Thailand coincided with emergence of his ally Srettha Thavisin as the country's new prime minister, following months of uncertainty in the wake of an election in May that resulted in defeat for the ruling pro-military party.

Parties aligned with Thaksin have won every election since 2001 up until this year's poll when the Pheu Thai, the party backed by his family, came second.

The telecommunications billionaire, whose brash personality and populist policies appealed to poorer Thais, clashed with the country's old money elites and royalist military, which also ousted his sister's government in 2014.

There was speculation that Thaksin reached some deal with his old foes, after the pro-military parties gave the Pheu Thai candidate Srettha their backing to form a new government.

Thaksin and Srettha deny this.

On his first night in Thailand, Thaksin was transferred to a police hospital with chest pains and high blood pressure where is currently being treated.

Days later, King Maha Vajiralongkorn commuted his eight-year sentence to one year, but he could be released sooner.

"After serving six months of his sentence, Thaksin will be eligible for parole for prisoners older than 70 or those who are ill," Corrections Department Deputy Director General Sitthi Sutivong, told Reuters.

The corrections department makes an assessment for each case and there is no petition process for parole in these cases, he said.

The former prime minister's treatment in hospital is at the discretion of medical professionals and does not have a time limit, Sitthi added.

Processes are also in place to ensure that voters with two poll cards could only vote once, since they had to produce their NRIC or passport as proof of identification, which was then verified against polling station registers, said Mr Chan. 

To prevent such errors in the future, ELD will require the printer to tighten its internal quality assurance processes to ensure that test print poll cards are not mailed out in future elections, he added. 

ELD and the printer will also conduct joint checks to ensure that all test print poll cards are destroyed before the actual poll cards are produced, said Mr Chan. 

“ELD and the printer will also perform a sampling audit to check that the details in the poll card are accurate. This includes ensuring that the number of poll cards printed for a constituency is exactly the same as the number of registered voters in the constituency,” he added. 

MP Joan Pereira (PAP-Tanjong Pagar) asked if there was any confusion or problems reported by the affected voters on Polling Day and whether there were any voters who were unable to vote as a result of this issue. 

Since both the test poll cards and actual poll cards indicated the same polling station, voters would have had no problem voting as long as they went to the right polling station, Mr Chan replied. 

The extra test poll cards only affected the serial number of the poll cards, which does not determine whether the Singaporean can vote, he added. 

“We don’t believe that anybody was not able to vote because they received a duplicate poll card.”
