Former Thai PM Thaksin eligible for parole in February - CNA

BANGKOK: Thailand's former prime minister Thaksin Shinawatra could be released on parole as early as late February, having already had an eight-year prison sentence commuted to one year following his return from self-exile, a senior corrections official said on Monday (Sep 18).

Thailand's most famous politician made a dramatic homecoming last month, 15 years after he entered self-exile, having been ousted by a military coup in 2006. While abroad, Thaksin was found guilty in absentia in three cases involving abuse of power, conflict of interest and malfeasance.

His return to Thailand coincided with emergence of his ally Srettha Thavisin as the country's new prime minister, following months of uncertainty in the wake of an election in May that resulted in defeat for the ruling pro-military party.

Parties aligned with Thaksin have won every election since 2001 up until this year's poll when the Pheu Thai, the party backed by his family, came second.

The telecommunications billionaire, whose brash personality and populist policies appealed to poorer Thais, clashed with the country's old money elites and royalist military, which also ousted his sister's government in 2014.

There was speculation that Thaksin reached some deal with his old foes, after the pro-military parties gave the Pheu Thai candidate Srettha their backing to form a new government.

Thaksin and Srettha deny this.

On his first night in Thailand, Thaksin was transferred to a police hospital with chest pains and high blood pressure where is currently being treated.

Days later, King Maha Vajiralongkorn commuted his eight-year sentence to one year, but he could be released sooner.

"After serving six months of his sentence, Thaksin will be eligible for parole for prisoners older than 70 or those who are ill," Corrections Department Deputy Director General Sitthi Sutivong, told Reuters.

The corrections department makes an assessment for each case and there is no petition process for parole in these cases, he said.

The former prime minister's treatment in hospital is at the discretion of medical professionals and does not have a time limit, Sitthi added.

ELD will require printer to tighten internal processes to prevent repeat of duplicate poll cards - CNA

Processes are also in place to ensure that voters with two poll cards could only vote once, since they had to produce their NRIC or passport as proof of identification, which was then verified against polling station registers, said Mr Chan.

To prevent such errors in the future, ELD will require the printer to tighten its internal quality assurance processes to ensure that test print poll cards are not mailed out in future elections, he added.

ELD and the printer will also conduct joint checks to ensure that all test print poll cards are destroyed before the actual poll cards are produced, said Mr Chan.

“ELD and the printer will also perform a sampling audit to check that the details in the poll card are accurate. This includes ensuring that the number of poll cards printed for a constituency is exactly the same as the number of registered voters in the constituency,” he added.

MP Joan Pereira (PAP-Tanjong Pagar) asked if there was any confusion or problems reported by the affected voters on Polling Day and whether there were any voters who were unable to vote as a result of this issue.

Since both the test poll cards and actual poll cards indicated the same polling station, voters would have had no problem voting as long as they went to the right polling station, Mr Chan replied.

The extra test poll cards only affected the serial number of the poll cards, which does not determine whether the Singaporean can vote, he added.

“We don’t believe that anybody was not able to vote because they received a duplicate poll card.”

Taiwan urges China to stop 'destructive' military activities - CNA

TAIPEI: Taiwan's defence ministry on Monday (Sep 18) urged China to stop "destructive, unilateral action" after reporting a sharp rise in Chinese military activities near the island, warning such behaviour could lead to a sharp increase in tensions.

China, which views democratically governed Taiwan as its own territory, has in recent years regularly carried out military drills around the island as it seeks to assert its sovereignty claims and pressure Taipei.

The ministry said that since Sunday it had spotted 103 Chinese military aircraft over the sea, a number it called a "recent high".

Its map of Chinese activities over the past 24 hours showed fighter jets crossing the median line of the Taiwan Strait, which had served as an unofficial barrier between the two sides until China began regularly crossing it a year ago.

Other aircraft flew south of Taiwan through the Bashi Channel, which separates the island from the Philippines.

China's activities over the past day have caused "serious challenges" to security in the strait and regionally, the ministry said in an accompanying statement.

Peace and stability in the Taiwan Strait are the common responsibilities of all parties in the region, it added.

"The continuous military harassment by the Communist military can easily lead to a sharp increase in tensions and worsen regional security," the ministry said. "We call on the Beijing authorities to take responsibility and immediately stop such destructive unilateral actions."

Comedian Russell Brand denies allegations of sexual assault published by 3 UK news organisations - Channel NewsAsia

Three British news organisations reported on Saturday (Sep 16) that comedian and social influencer Russell Brand has been accused of rape, sexual assault and abuse based on allegations from four women who knew him over a seven-year period at the height of his fame.

Brand denied the allegations and said that all of his relationships have been consensual.

The Sunday Times, The Times of London and Channel 4’s Dispatches said that one woman alleged she had been raped, while three others accused him of sexual assault. One of the women also said he had been physically and emotionally abusive.

The women said that they only felt ready to tell their stories after being approached by reporters, with some citing Brand’s newfound prominence as an online wellness influencer as a factor in their decision to speak.

Before the stories were published, Brand posted a video online denying the allegations, which had been outlined in two “extremely disturbing letters” from a “mainstream media” television company and a newspaper. He didn’t identify the news organisations by name.

“Amidst this litany of astonishing, rather baroque attacks are some very serious allegations that I absolutely refute,” he said “These allegations pertain to the time when I was working in the mainstream, when I was in the newspapers all the time, when I was in the movies and, as I have written about extensively in my books, I was very, very promiscuous.”

“Now during that time of promiscuity the relationships I had were absolutely, always consensual,” he added. “I was always transparent about that then, almost too transparent, and I am being transparent about it now as well.”

Brand also suggested that the reports were part of a coordinated attack designed to discredit him because of his views. Brand has been criticised for expressing scepticism about COVID-19 vaccines and interviewing contentious podcasters like Joe Rogan.

“To see that transparency metastasized into something criminal, that I absolutely deny, makes me question is there another agenda at play,” Brand said.

Brand rose to fame as a stand-up comic in Britain in the early 2000s, which led to starring roles on Channel 4 and later BBC Radio, where he capitalised on a reputation for outrageous behaviour and risque banter.

He later made the jump to Hollywood, appearing in films such as Forgetting Sarah Marshall in 2008 and the remake of Arthur in 2011. Brand was married to US pop star Katy Perry from 2010 to 2012.

In recent years, he transformed himself into a political commentator and influencer posting YouTube videos on subjects such as personal freedom and the COVID-19 pandemic.

Ukraine claims control of key town on eastern front - CNA

KYIV: Ukraine said on Sunday (Sep 17) that its forces had retaken Klishchiivka, a tactically important town south of the key frontline city of Bakhmut, as it pursues a counter-attack against Russia's grinding offensive.

Battlefield victories are especially important for Ukraine as President Volodymyr Zelenskyy prepares his second wartime visit to Washington next week in a bid to rally support.

But the advances came as two senior western figures cautioned against hopes of a swift end to the conflict.

"Klishchiivka was cleared of Russians," Oleksandr Syrsky, commander of the Ukrainian military's ground forces, posted on social media.

Zelenskyy praised the soldiers fighting near Bakhmut and singled out those who had retaken Klishchiivka, saying "Well done!" in his evening address to the nation.

Zelenskyy also said that Kyiv was "preparing new defence solutions for Ukraine", saying that "air defence and artillery are the priority", without providing details.

Klishchiivka, which was home to several hundred people before Moscow launched its offensive in February 2022, was captured by Russian troops in January.

Ilya Yevlash, spokesman for Ukrainian troops in the east, said that control over Klishchiivka could help the Ukrainian army encircle Bakhmut, captured by Russian forces in May after one of the war's longest and bloodiest battles.

"We have now gained a staging ground, which will in the future allow us to continue to develop offensive actions and liberate our land from the occupiers," Yevlash said in a televised statement.

The capture of the village would allow Ukrainian forces to advance more easily towards Russian forces and deliver more accurate artillery strikes, he added.

WORDS OF CAUTION

The latest news from Kyiv came as the United States's highest-ranking military officer said Sunday that Ukraine's broader goal of ousting Russian forces from its territory faced a "very high bar".

General Mark Milley, the chairman of the Joint Chiefs of Staff, said that while the current counteroffensive by Ukraine was "slower than the planners had anticipated, it has been steady."

He dismissed commentary from some quarters that the offensive had failed, arguing that Ukraine has "a lot of combat power remaining. The Ukrainians are not a spent force".

However, he warned: "It'll take a considerable length of time to militarily eject all 200,000 or plus Russian troops out of Russian-occupied Ukraine. That's a very high bar. It's going to take a long time to do it."

NATO chief Jens Stoltenberg also warned there would be no swift end to the conflict, in an interview published Sunday.

"Most wars last longer than expected when they first begin," Stoltenberg told Germany's Funke media group.

"Therefore we must prepare ourselves for a long war in Ukraine," even if everyone is wishing for a swift peace.

The claimed recovery of Klishchiivka came after Ukraine's armed forces said Friday that the village of Andriivka, also located south of the eastern city of Bakhmut, had been retaken.

On Saturday, Russia denied its forces had been pushed out of the frontline village.

Kyiv began pushing back against Moscow's forces in the south and east of the country in June after building up Western weapons and recruiting assault battalions.

Ukrainian forces initially focused on the northern and southern flanks of Bakhmut and have since been posting incremental gains.
