'Unsuitably dressed' Malaysian woman denied entry into government agency - The Straits Times

IPOH - Another case of “inappropriate dressing” has occurred at a government building in Perak, this time with a woman being barred from entering the Companies Commission of Malaysia (SSM) office.

The woman, whose dress length was slightly above her knees, was denied entry into the building on Friday by a staff member who informed her that her attire failed to comply with the agency’s dress code.

In a video posted on Facebook, the woman could be heard asking the male staff member which part of her attire was not presentable. The man then continued to say that he could not let her go to the offices on the upper floors as her dressing did not follow the guidelines. He also said he was aware that he was being filmed, but had no issue with it.

When contacted later, the woman identified herself as Khor Hooi Chin, 41, from Pantai Remis, a coastal town in Manjung district about 1½ hours’ drive from Perak’s capital Ipoh.

Ms Khor said she was at the SSM building at 11am, but was stopped from entering by a guard.

The seafood supplier said she asked to speak to a staff member, who then came to tell her that she was not dressed according to the rules.

“I had to leave the premises and go to a mall to buy a longer skirt to wear with my original dress. After doing all that, I had to wait until 2.45pm for the office to reopen,” she said.

Ms Khor maintained that there was nothing sexy about her outfit, which was office wear.

“This is not the first time something like this has happened. We hear of it all the time, but nothing is ever done.

“In my case, I travelled from far away and wasted the entire day before being able to get my work done,” said a frustrated Ms Khor.

Attempts to reach State Entrepreneur Development Committee member Salbiah Mohamed for comment were unsuccessful. SSM falls under her portfolio.

PRO-BUSINESS STANCE

People who have interacted with Li say they found him practical-minded, an effective bureaucratic operator and supportive of the private sector.

Li was known for pushing greater economic integration of the Yangtze River Delta region as well as overseeing an expansion of Shanghai's free trade zone that now houses US automaker Tesla's China factory, as well as a slew of semiconductor and advanced manufacturing firms.

One Shanghai-based entrepreneur said he was surprised when Li responded to an unsolicited letter seeking help.

"He attended to our case and cleared the unnecessary regulatory obstacles for us, even though we were just a small private company," said the business owner, declining to be named given the sensitivity of discussing politics in China.

Zhou Dewen, who represented small and mid-sized enterprises in Wenzhou said Li came across as open-minded and willing to listen.

"He took a liberal approach of granting private companies default access to enter the market, except when explicitly banned by law, rather than the traditional approach of keeping private companies out by default," said Zhou.

Still, several observers said there are limits to what Li will be able to do, since Xi has steadily tightened Communist Party control.

"Li can make some repairs here and there, but he won't tear down the wall and build something new," said Chen Daoyin, former associate professor at Shanghai University of Political Science and Law, and now a commentator based in Chile.

Li is also the first premier in three decades to have no previous central government nor west China experience.

His predecessors – Zhu Rongji, Wen Jiabao and Li Keqiang – spent five years as executive vice-premier before being elevated to the top economic job.

Anonymous tip-off, German gun laws failed to stop slaughter at Jehovah's Witnesses hall - CNA

According to government data, there are over 940,000 registered private gun owners in Germany, which has a population of 84 million people. The DSB marksmen's association has around 1.35 million members in 14,200 clubs.

Philipp F had no criminal record or any links to terrorism prior to the attack that would have automatically prevented him from owning a gun.

However, the authorities had received an anonymous tip-off with allegations of disturbing behaviour in January.

"The anonymous person expressed the opinion in the letter that Philipp F could be suffering from a mental illness, without, as the person wrote, this being medically diagnosed since Philipp F would not seek medical treatment," Ralf Meyer, the head of the Hamburg police, told the briefing.

"Philipp F supposedly harbours a particular anger towards religious followers especially towards Jehovah's Witnesses and his former employer."

The tip-off prompted two police officers to carry out an unannounced check at his home on Feb 7.

When they met Philipp F, he was cooperative and gave no indication of mental health problems. The officers even ended up chatting about how the flat was furnished.

His licence was inspected and police also had to check whether his weapon and ammunition were properly stored, which they were, except for one projectile that was incorrectly lying on top of the gun safe.

Philipp F was given a verbal warning about the stray projectile. He was apologetic and the projectile was placed into the safe, after which the police felt they could not take any more action.

"The entire situation also showed no indications for the officers that could have pointed to a mental illness," said Meyer. "On the contrary, they had a further conversation with him about a variety of things, such as the furnishing of the flat and similar things, and at the end they went out and gave him a verbal warning for the minor offence."

TIGHTENING LAWS

The interior ministry has said the country's gun controls are already very strict. However, the government has come under pressure to tighten rules, following a string of attacks in recent years and most recently after authorities uncovered an extremist network plotting an armed coup late last year.

A law on tighter gun control that Berlin is preparing stipulates would-be owners undergo a psychological suitability test, Interior Minister Nancy Faeser said on Friday on a visit to the scene of the shooting.

In Germany, people aged 18 or over with no criminal history can obtain a permit to own a gun if they fulfil certain legal requirements. These regulate the weapon's safe storage and also require that the individual is psychologically fit.

The authorities can conduct spot checks on gun owners to ensure they are adhering to the requirements.

Germany last changed its weapons law in 2020, when it outlawed certain large magazines. Also part of the changes was the introduction of a check by authorities every five years to see whether there is justification for possession of a weapon.

As part of the background check, the weapons authority must inquire with Germany's domestic intelligence agency whether the person concerned is known there as an extremist.

Officials at the briefing said they were now reviewing whether such processes should be tightened.

"Even if the arms control colleagues pursued this tip-off professionally, and were personally convinced by the situation and assessment that they conducted, we must once again take a critical look at these procedures, above all the legal procedures and requirements for further measures," Meyer said.

Such a development would give the Perikatan Nasional (PN) coalition a boost in the three states currently held by Mr Anwar’s coalition – Selangor, Penang and Negeri Sembilan.

Dr Wong also noted that “Malaysia's Attorney-General's Chambers has not had a very good record of being impartial”.

“The question here is what would happen next in other cases like the warship scandal that involves UMNO leaders,” he said. “Would there be the same seriousness of prosecution on those involved?”

PARTY POSITION

Muhyiddin is likely to remain as a Member of Parliament and as leader of the PN coalition, as he remains the best person to hold the parties together, said Dr Wong.

Secondhand clothes donated by people in Singapore for Türkiye-Syria quake victims disposed of, sent to NGO - CNA

CNA approached a handful of other NGOs to ask in general what they did with unwanted or unusable in-kind donations, such as clothing.

The Singapore Red Cross said it has “built a network of donor-partners that provides a steady stream of brand new or pre-loved clothes”.

Its spokesperson added that the clothing will be sold at its thrift store, SHOP+, and all proceeds will be used to support Singapore Red Cross’ local humanitarian services. It does not accept in-kind donations for disaster responses.

171 TONNES OF DONATIONS SENT TO TURKIYE

On Tuesday, Mr Gönenli said that aside from embassy staff, Turkish and Singaporean volunteers had sorted through and packed the donations, picking out items that were suitable to send to Türkiye.

These included items that were in their original packaging. The volunteers also checked how the items looked, he added.

Mr Gönenli revealed that so far, the Turkish embassy has sent 116 tonnes (about 116,000kg) of donations – including tents, sleeping bags, clothing, baby food and blankets – to Türkiye via air.

The embassy then linked up with a transport company to transport another 55 tonnes of items by ship to Türkiye.

The embassy began accepting donations of winter clothing and other supplies, including tents and women’s hygiene products, shortly after the earthquake struck on the morning of Feb 6.

However, it was soon overwhelmed with donations at its premises in the SGX Centre 1 Building. Two other donation collection centres opened to help out.

When CNA was at one of the centres – Jay Gee Melwani House at 10 Genting Lane – on Feb 9, dozens turned up to donate supplies and lend a helping hand.

This led to the embassy announcing that it would temporarily suspend the collection of individual in-kind donations until further notice due to the "large in-flow”.

Despite this, supplies continued to pour in the following day.

At the time, Mr Gönenli appealed for people to make financial donations instead to “provide Turkish authorities with the requisite flexibility” due to the evolving list of needs for the earthquake victims.

On Tuesday, he told CNA that the embassy is working with the World Toilet Organisation, which was founded by Singaporean Jack Sim, as well as the Singapore Red Cross to send mobile toilets to Türkiye. This will benefit people who lost their homes and are staying in temporary shelters or container cities.

“The volume of donations we received was staggering, so again we are deeply grateful for that,” Mr Gönenli added.
