China cosies up to EU as US tensions high - CNA

ROME: China's foreign minister on Tuesday (Aug 25) kicked off a tour of a Europe still reeling from coronavirus, as he seeks to shore up economic and diplomatic relations in light of tensions with the US.

Donald Trump's administration has stepped up anti-China rhetoric in the run-up to the US presidential election on Nov 3, despite ongoing trade talks.

On his first European stop in Rome, Wang Yi shied away from naming Washington explicitly, but lamented "provocation and damage from external forces" hitting the EU - a second favourite punching-bag of Trump's.

"A united, stable and prosperous Europe is important for the whole of the world," Wang added.

Italy was the first G7 country to sign on to China's ambitious "Belt and Road" trade and infrastructure investment plan, and Wang on Tuesday inked two new trade deals with Foreign Minister Luigi Di Maio.

Rome was criticised for last year breaking ranks with other European countries over the investment scheme.

Allies have worried that China's "Silk Road" will destabilise smaller countries by overloading them with debt, boost China's power, and allow key technologies and trade secrets to slip into Beijing's hands.

But Italian leaders now hope boosted export opportunities for the country's main industries - from agricultural products to machinery - can help haul it out of a devastating economic crisis brought about by an over two-month lockdown.

Chinese President Xi Jinping visited Rome in March 2019, signing billions of euros in trade deals.

Di Maio said the latest agreements covered natural gas from Snam, Europe's biggest pipelines operator, and the export of "Made in Italy" food products to China, as well as "important partnerships in the energy and transport sector".

HUMAN RIGHTS AND HONG KONG

But there are clear pitfalls for Wang's stated aim to "consolidate relations" between China and Europe as the top diplomat travels on to the Netherlands, France, Germany and Norway.

Just as the trade deals were being signed, visiting Hong Kong activist Nathan Law urged Italy to condemn China for human rights abuses.

Law met with an Italian foreign affairs delegation and told reporters Di Maio should "address Hong Kong's problems and the human rights violations by China".

Italy should "severely condemn" Beijing's human rights record, added Law, who recently fled Hong Kong to London after Beijing imposed a controversial security law on the territory in June.

Law called for a "strong alliance" against Beijing, including "sanctioning" Chinese officials responsible for human rights violations against China's Uighur population in the northwestern Xinjiang province, and in Hong Kong.

Wang said China had passed its law "to fill the gaps that had existed in Hong Kong for years."

"It is a law to combat the violent acts found everywhere and to hinder certain actions of pro-independence Hong Kong people," Wang said.

Di Maio said he had told his Chinese counterpart that Hong Kong's "stability and prosperity are essential."

"It is essential to preserve the high autonomy of the city and the protection of the fundamental rights of its inhabitants," he added.

US TRADE TALKS

Even as Wang looked to bolster ties with Europe, China is in the midst of trade talks with an increasingly prickly US.

The trans-Pacific atmosphere is far frostier since an initial trade agreement was signed in January.

Tensions have mounted over Trump's charge Chinese leaders allowed the coronavirus to run out of control after it emerged in Wuhan, and the president again dubbed it the "China virus" in a video played during the Republican convention Monday.

The two superpowers are also at odds over technology and China's human rights record.

Axington calls for trading halt after ex-US ambassador to Singapore quits board; company linked to group in Newcastle bid - The Straits Times

SINGAPORE - Singapore-listed Axington, a company linked to the Bellagraph Nova (BN) Group, requested for a trading halt pending an announcement before the stock market opened on Wednesday morning (Aug 26).

Overnight, former US ambassador to Singapore Kirk Wagar said he had resigned from his independent director position in the professional advisory services firm after the BN Group, which grabbed global headlines last week by announcing its bid for English Premier League football club Newcastle United, admitted to doctoring photographs of former United States President Barack Obama.

Axington is also due to respond to the call by Singapore Exchange's regulatory arm that investigations should be undertaken, where necessary, on the suitability of its professional advisory services firm's board of directors. Its non-independent, non-executive chairman is Ms Evangeline Shen, who is a co-founder of BN Group, Ms Shen, alongside cousins Nelson Loh and Terence Loh.

The Lohs are the new controlling shareholders of Axington after they bought over the company in July.

BN Group was formed in July this year following a merger between the Lohs' Dorr Group and Ms Shen's Bellagraph Group. Ms Shen, who is also known as Shen Che, is a Chinese jewellery merchant.

On Tuesday, Axington shares sank again to close down three cents or 13.6 per cent to 19 cents.

SGX on Monday said its regulatory arm SGX RegCo had engaged Axington's sponsor, Novus Corporate Finance, on its obligations under Catalist rules, and expects a response soon.

The firm on July 29 had proposed to change its name to NETX, as well as to change its core business to providing medical and consumer wellness services, and investments in medical technology, robotics and artificial intelligence technology. But on Tuesday night, a page that lists the partners of NETX was removed.

On Tuesday, the BN Group claimed that 'errant individuals, possibly with malicious intent' were behind the controversial marketing material including doctored photos of Mr Obama to make it look as if he had attended a meeting with its executives in Paris. In reality, the photos were taken at a charity gala event in Singapore last December sponsored by Novena Global Lifecare, which was founded by the Loh cousins.

This came after the BN Group earlier on Tuesday withdrew press statements distributed by PR Newswire in the past two months, including. 

One of them, issued on July 10, was titled Welcome To NETX - Global Conglomerate Bellagraph Nova Group Launches Latest Technolgy (sic) Platform Focusing On AI + Robotics + Healthcare. BN Group said then that NETX "was born" as a result of a "historic" closed-door meeting that its co-founders had with former United States president Barack Obama last December.

The Lohs meanwhile on Tuesday took down the website of a foundation linked to them, saying that it had been "released prematurely". The website had claimed as its board members SGX RegCo chief executive officer Tan Boon Gin as well as Senior Counsel Sreenivasan Narayanan, among others. The Straits Times understands from sources that Mr Tan is not a board member of the foundation, though Mr Sreenivasan is a board member.

SINGAPORE: Singapore and Indonesia are set to begin discussions on a "reciprocal green lane" to allow essential travel to gradually resume, said Singapore's Ministry of Foreign Affairs (MFA) on Tuesday (Aug 25).

Foreign Affairs Minister Dr Vivian Balakrishnan and his Indonesian counterpart Retno Marsudi agreed that both countries should work closely together to strengthen public health cooperation, enhance economic growth and investments, deepen financial cooperation and facilitate safe travel, said MFA in a statement.

"Given the strong business links between Singapore and Indonesia, the two foreign ministers tasked the officials to begin discussions on a 'reciprocal green lane' to allow for essential travel to gradually resume in a manner that would safeguard public health and safety in both countries," the ministry said.

Ms Marsudi is visiting Singapore from Aug 24 to Aug 26. She was hosted to lunch by Dr Balakrishnan and she also paid a courtesy call on Prime Minister Lee Hsien Loong at the Istana on Tuesday.

Mr Lee and Ms Marsudi reaffirmed "the excellent relations" between Singapore and Indonesia, and discussed how the two countries can continue to work together to overcome common challenges brought about by the COVID-19 pandemic, said MFA.

They also encouraged further bilateral discussions between the officials, the MFA statement added.

In a Facebook post on Tuesday, Mr Lee said he spoke to Indonesian President Joko Widodo several times in the past few months, and continued the discussion with Ms Marsudi on "jointly overcoming the pandemic".

"Singapore is glad to have been able to contribute medical supplies to support Indonesia’s fight against COVID-19," Mr Lee said, adding that Singapore is on track to remain the top investor in Indonesia this year, which has been the case since 2014.

"Even as we pick up the pieces from the pandemic, we should not neglect helping each other recover from this crisis. As close neighbours, we have a responsibility to look out for each other, as we are all stronger together," said Mr Lee.

In a Facebook post on Tuesday, Dr Balakrishnan said: "As close neighbours, Singapore and Indonesia have cooperated well to tackle the common challenges brought about by COVID-19 over the past few months."

"Given the extensive people-to-people and business links between our countries, we agreed that officials can start exploring how to safely resume essential official and business travel, with comprehensive safeguards in place to protect the health of our people," he added.

Coronavirus: Visitors from New Zealand and Brunei can delete TraceTogether app only 2 weeks after leaving Singapore - The Straits Times

SINGAPORE - Visitors from New Zealand and Brunei who successfully apply to come to Singapore will be required to use the TraceTogether app at all times while in the Republic.

They must also retain the app in their phone for 14 consecutive days after leaving Singapore.

This is to facilitate contact tracing should they test positive for Covid-19 during their stay here and within two weeks of their departure.

Should they test positive during this period, they will be required to upload data stored on the app to the Ministry of Health.

The Civil Aviation Authority of Singapore (CAAS) on Tuesday (Aug 25) spelt out the conditions for travel here, following announcements last Friday of Singapore's decision to unilaterally open up its borders to Brunei and New Zealand.

Instead of having to serve a quarantine period, visitors from the two countries will only need a Covid-19 test upon arrival.

However, they will have to pay their own medical bills should they require treatment for the coronavirus while in Singapore.

CAAS said the travel conditions will help contribute to the "revival of the Singapore air hub in a safe way while minimising risks to public health".

Interested visitors from New Zealand Brunei can apply for an air travel pass (ATP) online from noon on Sept 1 for entry into Singapore on or after Sept 8.

The application must be done between seven and 30 calendar days prior to their intended date of entry into Singapore.

CAAS said this pass will let authorities contact interested visitors should there be any changes to Singapore's health and border measures. It will also help to manage the number of incoming visitors.

Visitors will have to fulfil two other conditions, said CAAS.

First, they must have spent the last 14 days in Brunei or New Zealand before flying to Singapore on direct flights without transit.

In Singapore, they will also have to take private transportation, taxi or private-hire car from the airport to a declared place of accommodation after undergoing the Covid-19 polymerase chain reaction test at the airport.

They will have to remain isolated at the accommodation until the test result is out within 48 hours.

Should they test negative, the visitors will be allowed to go about their activities in Singapore.

To facilitate this process, visitors are strongly encouraged to pre-book and pay the $300 fee for their Covid-19 test online, and refer to the Singapore Hotel Association website for the list of hotels where accommodation is available.

CAAS added that a key priority is still the safety and well-being of passengers, air crew and airport staff, and public health in Singapore.

It added: "Given the evolving nature of the Covid-19 pandemic, the relevant authorities in Singapore may introduce new measures or requirements as and when necessary to safeguard public health.

"This may result in changes to the conditions or cancellation of the ATP at short notice. Applicants will be notified of any such changes or cancellation of their ATP."

While aviation stakeholders have praised Singapore's move to unilaterally open up its borders to New Zealand and Brunei without a bilateral agreement in place, the impact of this move is expected to be very limited.

The New Zealand government continues to advise all its citizens not to travel overseas, even as it acknowledged Singapore's decision to open its borders.

New Zealanders who choose to travel overseas will have to serve a quarantine period of at least 14 days at a government-provided facility when they return home.

They are not allowed to self-isolate or take a domestic flight before the quarantine is completed.

Meanwhile, the Brunei Government has said that its citizens, permanent residents and long-term visa holders are restricted from leaving Brunei.

The only exceptions applies to those undergoing urgent medical care overseas, attend court hearings or resuming study abroad.

As Republican Convention opens, Trump sets tone by warning without evidence of 'rigged' vote - The Straits Times

CHARLOTTE, NORTH CAROLINA (REUTERS) - US President Donald Trump warned Republicans who officially backed his bid for a second term on Monday (Aug 24) that November’s election could be "rigged" despite offering no evidence, as the party began outlining its vision for the future on the first night of its national convention. 

Trump spoke on the first day of the sharply scaled-back Republican National Convention in Charlotte, North Carolina, after receiving enough votes to win the nomination to take on his Democratic rival, former Vice-President Joe Biden, in the Nov 3 election.

The president repeated his assertion that voting by mail, a long-standing feature of American elections that is expected to be far more common during the coronavirus pandemic, will lead to widespread fraud.

Independent election security experts say voter fraud is extraordinarily rare in the United States. 

"The only way they can take this election away from us is if this is a rigged election," Trump said. "We’re going to win this election."

As he has done repeatedly, Trump described states’ responses to infections of Covid-19, the illness caused by the coronavirus, in starkly partisan terms, casting lockdowns and other steps recommended by public health officials as attempts to influence voting in November.

“What they’re doing is using Covid to steal an election,”Trump said. “They’re using Covid to defraud the American people - all of our people – of a fair and free election.”

The four-day convention got under way at a critical juncture for Trump, who trails Biden in national opinion polls during a pandemic that has killed more than 176,000 Americans, erased millions of jobs and eroded the president’s standing among voters.

Another frenetic day across the country threatened to overshadow the party’s celebration, however.

In Washington, congressional Democrats grilled US Postmaster General Louis DeJoy, a Trump donor, over whether service cuts under his watch aimed to curtail efforts to vote by mail. 

One of Trump’s closest advisers, Kellyanne Conway, said she would leave the White House to focus on her family. 

Then the New York attorney-general disclosed in court papers she is investigating whether Trump and his family business committed fraud; both the president and the Trump Organisation have denied wrongdoing.

Meanwhile, Wisconsin’s governor deployed the National Guard following a night of unrest in Kenosha, where police on Sunday shot a Black man multiple times in the back. 

OPENING NIGHT

As befits the first president who starred in his own reality television show, the four-night event will focus heavily on Trump himself.

While his acceptance speech will not come until Thursday, when he will address the party from the White House, Trump plans to appear each night, and several members of his family will deliver prime-time speeches.

The first night’s programme includes remarks from more mainstream Republicans such as Senator Tim Scott, the lone Black Republican in the Senate, and Nikki Haley, Trump’s former ambassador to the United Nations. 

But it also will feature speakers seemingly aimed at firing up Trump’s base, including Mark and Patricia McCloskey, a couple from St. Louis who earned national attention for brandishing guns at Black Lives Matter protesters who marched past their home. 

The in-person proceedings, a far smaller meeting than originally planned, still marked a contrast with Democrats, who opted for an almost entirely virtual format instead of gathering in the election battleground state of Wisconsin. That change was intended to reduce the risk of the virus being spread at the political event.

“We did this out of respect for your state,” said Trump, targeting his message at the people of North Carolina, which is expected to be competitive in the November election.

Trump earlier this year moved the convention to Florida, his newly adopted home state, to avoid restrictions on gatherings in North Carolina due to the coronavirus, then abandoned that plan when infection rates soared in Florida.

Biden, 77, is leading Trump, 74, in opinion polls. Biden and his fellow Democrats portrayed Trump as a force for darkness, chaos and incompetence during their convention, while stressing the Democrats’ diversity and values like “empathy” and “unity.”

Republicans said their convention would offer a more hopeful message, with an emphasis on “law and order,” gun rights, tax cuts and the “forgotten” men and women of America.

The party opted not to vote on a traditional platform document detailing its policy goals, instead saying that it supports what Trump is doing. Trump’s campaign released a series of bullet-point goals, including a promise to “create 10 million new jobs in 10 months.”

In another contrast with the Democratic event, which featured all three living former Democratic presidents, and prior nominees, the Republican event will not include speeches from that party’s past living president or candidates.

Neither former President George W. Bush nor 2012 Republican presidential nominee Senator Mitt Romney, who voted to convict Trump at the president’s impeachment trial, plan to speak. Also absent from the schedule are several Republicans facing close elections in November, including Senator Thom Tillis of North Carolina.

BREAK WITH TRADITION

With the pandemic not yet under control, good news has been in short supply for Trump. His performance as president was sharply criticised by Biden and former President Barack Obama at the Democratic convention.

Biden’s campaign said Trump would attempt to change the subject, delivering “more desperate, wild-eyed lies and toxic division, in vain attempts to distract from his mismanagement,”according to spokesman Andrew Bates.

“What they won’t hear is what American families have urgently needed and been forced to go without for over seven consecutive months: any coherent strategy for defeating the pandemic.”

The president, a former reality television star, plans to hold several live events with in-person audiences during the Republican convention, in contrast to Democrats, who showed pre-taped segments or delivered speeches in mostly empty venues.

Trump’s planned daily speeches are a break with the tradition of the nominee keeping a low profile before an acceptance speech on the convention’s final night.

Overnight, demonstrators and law enforcement clashed for a third straight night near the Charlotte Convention Centre with police using pepper spray on the crowd. The Charlotte-Mecklenburg Police Department said in a statement that officers arrested five people late on Sunday.

On Tuesday, Trump’s wife, Melania, will give a speech from the White House, while Pence follows on Wednesday from Baltimore’s Fort McHenry historic site.

Trump will accept his party’s nomination on Thursday night before a crowd on the White House South Lawn. Democrats have criticized the move as a partisan use of public property.
