China reports first coronavirus case in Wuhan since April 3, partly closes city near North Korea - The Straits Times

BEIJING (BLOOMBERG, REUTERS) - China’s National Health Commission reported 14 new confirmed coronavirus cases on Saturday (May 9), the highest number since April 28, including the first for more than a month in the city of Wuhan where the outbreak was first detected late last year. 

While China had officially designated all areas of the country as low-risk last Thursday, the new cases according to data published on Sunday represent a jump from the single case reported for the day before.

The number was lifted by a cluster of 11 in Shulan city in north-eastern Jilin province. 

Jilin officials on Sunday raised the Shulan city risk level to high from medium, having hoisted it to medium the day before after one woman tested positive on May 7.

The 11 new cases made public on Sunday are members of her family or people who came into contact with her or family members.

Jilin ordered stringent curbs in Shulan city, bordering North Korea, closing all but most essential services and requesting residents to stay at home, the province said in a statement on its website.

As of Saturday, Jilin province has reported a total of 105 locally transmitted Covid-19 cases and 19 imported ones.

According to the health commission, the new Wuhan case, the first reported in the epicentre of China’s outbreak since April 3, was previously asymptomatic. 

Aside from the Shulan cluster and the Wuhan case, the remaining two new confirmed cases were imported infections. It also said newly discovered asymptomatic cases were at 20, the highest since May 1 and up from 15 a day earlier. 

No new deaths were reported, it said.

The total number of confirmed coronavirus cases in the country reached 82,901 as of May 9, while the total death toll from the virus stood at 4,633, it said.

State-run Xinhua News Agency reported Saturday that Chinese President Xi Jinping has expressed his willingness to provide support to North Korea in fighting the epidemic in a reply to a verbal message from North Korean leader Kim Jong Un.

North Korea’s state media reported Sunday that its leader Kim received a message from Xi Jinping, pledging cooperation in “combating the pandemic.”

North Korea has so far claimed to have no coronavirus infections in the country, but reported more than 5,400 people were released from quarantine as of March.

South Korea reports 34 new COVID-19 cases, highest in a month - CNA

SEOUL: South Korea reported 34 new coronavirus cases on Sunday (May 10), the highest daily number in a month, after a small outbreak emerged around a slew of nightclubs that a confirmed patient had visited.

Of the new cases, 26 were domestically transmitted infections and eight were imported cases, the Korea Centers for Disease Control and Prevention (KCDC) said.

Sunday's total was the highest since Apr 9. After battling the first major epidemic outside China, South Korea posted zero or very few domestic cases over the past 10 days, with the daily tally hovering around 10 or less in recent weeks.

The resurgence followed a small but growing coronavirus outbreak centred in a handful of Seoul nightclubs, which a man in his late 20s had visited before testing positive for the virus.

Fourteen of the 26 domestically transmitted cases were reported from Seoul on Sunday, though the KCDC did not specify how many were linked.

Seoul city officials say they have a list of about 1,500 people who have gone to the clubs, and authorities have asked anyone who was there last weekend to self-isolate for 14 days and be tested.

The outbreak came just as South Korea has eased some social distancing restrictions and is seeking to fully reopen schools and businesses.

President Moon Jae-in warned of a second wave of the epidemic later this year, saying the recent cluster underscored the risks that the virus which causes COVID-19 can spread widely again at any time.

"It's not over until it's over. While keeping enhanced alertness till the end, we must never lower our guard regarding epidemic prevention," he said in a televised speech marking the third anniversary of his inauguration.

"We are in a prolonged war. I ask everyone to comply with safety precautions and rules until the situation is over even after resuming daily lives."

Widespread testing, intensive contact tracing and tracking apps have helped Asia's fourth largest economy largely contain the epidemic without extensive lockdowns seen elsewhere.

As part of a long-term battle on COVID-19, the KCDC will be given greater power and renamed the Disease Control and Prevention Administration, Moon said. Local governments will set up their own epidemic response system with more experts.

"We will also push to establish hospitals specialised in treating infectious diseases and a national infectious disease research centre," Moon said.

"These tasks are very urgent if we are to prepare for the second epidemic wave that experts predict will hit this fall or winter."

Seoul closes bars and clubs over fears of second COVID-19 wave - CNA

SEOUL: South Korea's capital has ordered the closure of all clubs and bars after a burst of new cases sparked fears of a second coronavirus wave.

The nation has been held up as a global model in how to curb the virus, but the order from the Seoul mayor on Saturday (May 9) followed the new infection cluster in Itaewon, one of the city's busiest nightlife districts.

More than two dozen cases were linked to a 29-year-old man who tested positive after spending time at five clubs and bars in Itaewon last weekend.

Health authorities have warned of a further spike in infections, with around 7,200 people estimated to have visited the five establishments identified.

"Carelessness can lead to an explosion in infections," Seoul mayor Park Won-soon said, adding the order will remain in effect indefinitely.

Park asked those who visited those clubs and bars to come forward voluntarily.

Of the 18 new South Korean cases reported on Saturday, 17 were tied to the Itaewon cluster, according to the Korea Centers for Disease Control and Prevention.

The jump in new infections comes as everyday life in South Korea has slowly started returning to normal, with the government relaxing social distancing rules last Wednesday.

The nation endured one of the worst early outbreaks of the disease outside mainland China, and while it never imposed a compulsory lockdown, strict social distancing had been widely observed since March.

But it appears to have brought its outbreak under control thanks to an extensive "trace, test and treat" programme that has drawn widespread praise.

Facilities like museums and art galleries have returned to business and some professional sports, including baseball and soccer, have started new seasons, while schools are set to reopen starting next week.

South Korea reported 34 new cases on Sunday, taking the total to 10,874, its largest daily increase in a month.

Three key US coronavirus officials in self-quarantine after COVID-19 exposure: Report - CNA

WASHINGTON: Three key US officials guiding the coronavirus response were in self-quarantine on Saturday (May 9) after coming into contact with someone who had tested positive for COVID-19, according to a spokesperson and media reports.

Anthony Fauci, a high profile member of the White House coronavirus response team, is beginning a "modified quarantine" according to a report on CNN. Fauci, who is 79 years old, is the director of the National Institute of Allergy and Infectious Diseases (NIAID).

Director of the Centers for Disease Control and Prevention Robert Redfield "will be teleworking for the next two weeks" after a "low-risk exposure" on Wednesday to a person at the White House who has the disease, the Washington Post reported on Saturday, citing a spokesperson. Redfield is 68 years old.

US Food and Drug Administration Commissioner Stephen Hahn, who is 60, is in self-quarantine for a couple of weeks after coming into contact with someone who tested positive for COVID-19, an FDA spokesperson told Reuters late on Friday.

Hahn immediately took a diagnostic test for the coronavirus and the results were negative, FDA spokesman Michael Felberbaum said in an emailed statement.

"As Dr Hahn wrote in a note to staff today, he recently came into contact with an individual who has tested positive for COVID-19. Per CDC guidelines, he is now in self-quarantine for the next two weeks," the FDA spokesman said.

Politico reported Hahn had come into contact with Katie Miller, US Vice President Mike Pence's press secretary.

Miller, the wife of one of President Donald Trump's senior advisers, tested positive on Friday, raising alarm about the virus' potential spread within the White House's innermost circle.

The diagnosis of Miller, who is married to White House immigration adviser and speech writer Stephen Miller, was revealed by Trump in a meeting with Republican lawmakers on Friday. A valet for Vice President Mike Pence has also tested positive.

The White House declined to comment on any possible Fauci quarantine.

A representative for NIAID did not respond to a request for comment.

China 'shocked' by US reversal on UN coronavirus action: Diplomat - CNA

NEW YORK: China and the United States both supported a draft United Nations Security Council resolution confronting the coronavirus pandemic on Thursday (May 7) and it was "shocking and regretful" that Washington changed its mind on Friday, a Chinese diplomat said.

A US diplomat refuted the Chinese comment, saying there was no US agreement on the text.

For more than six weeks the 15-member council has been trying to agree on a text that ultimately aims to back a Mar 23 call by UN chief Antonio Guterres for a ceasefire in global conflicts so the world can focus on the pandemic.

But talks have been stymied by a stand-off between China and the United States over whether to mention the World Health Organization. The United States does not want a reference, China has insisted it be included, while some other members see the mention - or not - of WHO as a marginal issue, diplomats said.

Washington has halted funding for the WHO, a UN agency, after President Donald Trump accused it of being "China-centric" and promoting China's "disinformation" about the outbreak, assertions the WHO denies.

It appeared the Security Council had reached a compromise late on Thursday, diplomats said and according to the latest version of a French- and Tunisian drafted-resolution.

Instead of naming the WHO, the draft referenced "specialized health agencies." The WHO is the only such agency. But the United States rejected that language on Friday, diplomats said, because it was an obvious reference to the Geneva-based WHO.

"The United States had agreed to the compromise text and it's shocking and regretful that the US changed its position," said the Chinese diplomat, speaking on condition of anonymity, on Saturday, adding that China supported the draft.

The US diplomat, also speaking on condition of anonymity, said there was no US agreement on the text, which the US mission to the United Nations had sent to Washington for review on Thursday.

Diplomats said that during negotiations both China and the United States had raised the prospect of a veto on the issue of whether WHO is mentioned or not. A resolution needs nine votes in favour and no vetoes by France, Russia, Britain, the United States or China to pass.

A State Department spokesperson said on Friday the United States had worked constructively and accused China of repeatedly blocking compromises during negotiations.

While the Security Council - charged with maintaining international peace and security - cannot do much to deal with the coronavirus itself, diplomats and analysts say it could have projected global unity by backing Guterres' ceasefire call.

French UN Ambassador Nicolas de Rivière on Friday said "we are still trying to achieve a positive result and trying to see if there is a possible compromise."

Ivanka Trump's personal assistant contracted coronavirus, United States News & Top Stories - The Straits Times

WASHINGTON (XINHUA, AFP) - A personal assistant of Ivanka Trump, eldest daughter of US President Donald Trump, has tested positive for the coronavirus, US media reported.

Citing an anonymous source, CNN reported on Friday (May 8) that the assistant, who works in a personal capacity for Ivanka, has not been near the latter for weeks.

Ivanka and her husband Jared Kushner, both of whom are President Trump's senior advisers, tested negative for the virus.

The news of the assistant's infection came on the same day when Vice-President Mike Pence's spokesman Katie Miller was confirmed to have been infected with the coronavirus. A day earlier, a Trump spokesman said the president's valet, a member of the military who is in close contact with the president, had tested positive.

Amid concerns over the transmission of the contagious disease among senior administration officials, White House Press Secretary Kayleigh McEnany said at Friday's briefing that measures are in effect to keep the virus from spreading among staff.

Trump, who along with Pence had negative tests on Thursday, said on Friday that he was not worried, adding that "strong precautions" had been taken in the White House.

He told reporters earlier that he would be tested for the coronavirus daily.
