Covid-19: Singapore reports new daily record with 942 cases - AsiaOne

The Ministry of Health (MOH) confirmed 942 new coronavirus cases in Singapore today (April 18). Out of these, there are 22 cases in the community, 27 cases involving work permit holders residing outside dormitories and 893 cases of work permit holders residing in dormitories.

Of the new cases, 79 per cent are linked to known clusters, while the rest are pending contact tracing.

Three new clusters have also been announced: Homestay Lodge which has 12 cases; CDPL Tuas Dormitory which has five cases and TTJ Design & Engineering Pte Ltd which has six cases.

There is one new case in the public healthcare sector: Case 5539 is a 28 year-old male Indian national who is employed as a housekeeper at Singapore General Hospital (SGH) but had not gone to work since onset of symptoms. He has no recent travel history to affected countries or regions.

He reported onset of symptoms on April 15, and subsequent test results confirmed Covid-19 infection on April 17. He is currently warded at SGH.

Thirty-eight more cases have been discharged. Of the 2,563 confirmed cases who are still in hospital, most are stable or improving while 23 are in critical condition in the intensive care unit. The 2,678 cases who are clinically well but still test positive for Covid-19 are isolated and cared for at community facilities.

Case 4754, a 40 year-old male Malaysian national, died on 18 April 2020. He was confirmed to have Covid-19 infection on 17 April. The cause of death was acute myocardial infarction with cardiogenic shock, and was not due to complications from Covid-19. 

This brings the total number of cases to 5,992, with 740 patients discharged and 11 deaths.

Singapore and 12 other countries pledge to maintain global trade and travel links amid COVID-19 pandemic - CNA

SINGAPORE: The foreign ministers of 13 countries, including Singapore, have committed to maintaining essential global links in areas such as trade and travel, to mimimise the disruption from COVID-19 and facilitate economic recovery. 

Participating countries held a teleconference on Friday (Apr 17) as part of the Ministerial Coordination Group on COVID-19 convened by Canada. The group also includes Brazil, France, Germany, Indonesia, Italy, Mexico, Morocco, Peru, South Korea, Turkey and the United Kingdom.

In a declaration issued after the teleconference, the group noted the importance of maintaining air, land and marine transportation links, as well as supply chain connectivity.

This is to facilitate the return home of travellers who may be stranded, ensure the flow of goods, as well as the distribution of personal protective equipment and medicine.

The foreign ministers pledged to promote and protect free trade, and agreed that emergency measures to tackle COVID-19 must be targeted, proportionate, transparent and temporary, and that they do not create unnecessary barriers to trade or disruption to global supply chains.

They also acknowledged the critical role of the scientific community in providing guidance to governments in managing the COVID-19 pandemic.

In urging other countries to adopt a similar approach, the declaration said: "As the world manages the impact of the COVID-19 pandemic, it is vital that we work together to save lives and livelihoods. Global cooperation is necessary to mitigate the unprecedented disruption to the global economy, trade, and travel. 

"We must endeavour to deliver a strong and coordinated global health response including developing a vaccine and relevant treatments and to identify best practices to emerge from the crisis as a stronger, more interconnected world."

Daily high of 942 new COVID-19 cases reported in Singapore - CNA

SINGAPORE: A record of 942 new COVID-19 cases were reported in Singapore as of noon on Saturday (Apr 18), the Ministry of Health (MOH) said in a media release.

The "vast majority" of these are work permit holders living in foreign worker dormitories, it said.

Of the new cases, 14 are Singaporeans and permanent residents, as the ministry noted that the number of local cases continues to decline.

"We are still working through the details of the cases, and further updates will be shared via the MOH press release that will be issued tonight," said the ministry.

In a Facebook post on Saturday, Prime Minister Lee Hsien Loong noted the rising number of cases in dormitories, adding that most of these are mild cases.

"The migrant workers who are ill are getting the medical treatment they need. Fortunately, the vast majority of the cases are mild, because the workers are young. Our healthcare teams continue to monitor their conditions," he wrote.

Mr Lee said that while efforts have been made to break the chain of transmission in foreign worker dormitories, it will take some time to show results. 

"So we must expect to see more dorm cases for a while longer. But we are building up our healthcare and isolation facilities to handle the load," he added.

Thirteen of such dormitories have so far been declared isolation areas, meaning that the workers will not be allowed to leave their rooms for 14 days.

MOH had on Friday also expressed concern over unlinked cases of COVID-19, saying that tests on a sample of individuals at primary care facilities have picked up several positive diagnoses, which indicate "undetected cases in the community".

"We are particularly concerned that it is increasingly difficult to link the new cases and identify the source of infection," said the ministry. 

"In fact, the number of unlinked cases in the community has increased slightly, from an average of 19 cases per day in the week before, to an average of 22 per day in the past week.”

Saturday marks day 12 of Singapore's month-long "circuit breaker" - a period with enhanced safe distancing measures in a bid to stem the spread of COVID-19. Most workplaces are closed and schools have transitioned to full home-based learning.

The Prime Minister said there are "a few early signs" that the circuit breaker is bringing down local cases in the broader community.

"But we are still worried about hidden cases circulating in our population, which are keeping the outbreak going," he added.

"The next few days will be critical. All of us must do our part, in order to defeat COVID-19."

Singapore and 12 other countries commit to maintaining global links amid Covid-19 pandemic - The Straits Times

SINGAPORE - Foreign ministers from 13 countries, including Singapore, have committed to maintaining global links such as transport and supply chain connections to minimise disruption and speed up recovery from the coronavirus pandemic.

The participating countries issued a declaration to maintain these links on Friday (April 17), and have urged other countries to adopt a similar approach.

In a Facebook post on Saturday, Foreign Minister Vivian Balakrishnan said: "We had our most recent teleconference yesterday evening, where we reiterated the importance of maintaining global connectivity such as transport and supply chain links, which will help all our economies recover more quickly when the pandemic eventually subsides."

Singapore is delighted to join the 12 countries in moving forward with the Declaration, he added.

The Ministerial Coordination Group (MCG) on Covid-19 was convened by Canada and includes the likes of Brazil, Germany, Indonesia and Britain.

The informal group looks to bolster international norms and actions to deal with the long-tail effects of Covid-19.

The declaration includes a recognition and commitment to addressing challenges faced by vulnerable countries and groups, including access to medical supplies and personal protective equipment.

The group also highlighted the importance of maintaining the flow of essential goods and supplies and the need to preserve air, land and sea routes to facilitate the return of stranded travellers back home.

The countries said they would work with international partners on several matters, including the continued operation of key travel routes as well as visa and status extensions for those affected by travel restrictions.

They will also continue to pool research and scientific resources and efforts to work towards a Covid-19 vaccine and enhanced testing kits for all countries, the declaration said.

Friday's declaration is the second multi-nation agreement which Singapore is part of. Last month, the Republic joined partners, including Australia and Chile, in pledging to keep trade lines open for land, sea and air freight.

Building on this, Singapore and New Zealand launched a new initiative on Wednesday to keep trade lines in essential goods open amid the coronavirus outbreak, and pledged to remove tariffs and other trade barriers, including export restrictions, on such goods.

Meat, fish, vegetables, fruits and medical instruments such as syringes, catheters and ultrasonic scanning equipment are among products covered under the Singapore-New Zealand trade declaration.
